Construction Debris Removal in Orange County — What We Take, What It Costs, and the Rules

If you just tore out a bathroom, finished an ADU build, or your contractor left a pile of demo waste in the driveway, here is exactly what EA Junk Removal takes, what it costs, and what Orange County requires you to do with construction debris.

We have been hauling construction and demolition waste across Orange County since 2018 — from full kitchen gut-outs in Irvine tract homes to bathroom demos in 1970s Newport Beach ranches. We know what the landfill accepts, what has to go to a recycling facility, and what you are legally required to divert. This guide covers all of it so you can plan your project without surprises.

What Counts as Construction Debris (and What We Haul)

Construction debris — also called C&D waste or demo waste — is anything generated during a build, remodel, or demolition. That includes the materials themselves and the packaging they came in. Here is what we pick up regularly:

  • Drywall and sheetrock — torn-out walls, ceiling panels, water-damaged sections
  • Lumber and framing — studs, joists, plywood, OSB, trim pieces
  • Concrete, brick, and block — foundation pieces, retaining wall sections, pavers
  • Tile and stone — ceramic, porcelain, natural stone, backer board
  • Carpet and padding — full rolls or ripped-out sections with tack strips
  • Roofing materials — asphalt shingles, tar paper, flashing
  • Metal — pipe, ductwork, rebar, wire, steel studs
  • Cabinets and countertops — wood, laminate, or stone
  • Windows, doors, and fixtures — frames, glass, hardware
  • Packaging waste — pallets, shrink wrap, cardboard, foam from new material deliveries

If it came out of a wall, off a floor, or out of the ground during construction, we almost certainly take it.

What We Cannot Take — Hazardous Materials

There are two categories we will not haul, and both involve health hazards that require specialized handling:

Asbestos-containing materials. If your home was built before 1980, there is a real chance the floor tiles, pipe insulation, popcorn ceilings, or roofing felt contain asbestos. This is especially common in the 1960s and 1970s builds throughout Newport Beach, Costa Mesa, and Huntington Beach. Asbestos removal requires a licensed abatement contractor, not a junk removal crew. Orange County requires testing before demolition on pre-1980 structures, and the material must go to an approved hazardous waste facility.

Lead paint debris. Homes built before 1978 may have lead-based paint on trim, doors, and window frames. If painted surfaces are being demolished rather than encapsulated, an EPA-certified RRP (Renovation, Repair, and Painting) contractor should handle the removal. We can take the structural material after abatement is complete and the debris is cleared of lead hazard.

Everything else — drywall dust, old plumbing, rusty nails, broken tile, soggy insulation — we take it.

What Construction Debris Removal Costs in Orange County

We price by truck volume, not by material type or weight. This keeps it simple: you show us the pile, we tell you how much truck space it takes, and that is your price. No weighing, no per-item fees, no surprises at the landfill.

Debris Type Typical Volume Price Range Common Scenario
Drywall / Sheetrock 1/4 to 1/2 truck $250 – $450 Single room remodel or water damage repair
Lumber / Framing 1/4 to 1/2 truck $250 – $450 Deck tear-out, wall removal, fence replacement
Concrete / Masonry 1/4 to 1/2 truck $350 – $550 Patio slab, driveway section, block wall demo
Tile / Stone 1/4 to 1/2 truck $250 – $450 Bathroom or kitchen floor/backsplash tear-out
Carpet / Padding 1/4 to 1/2 truck $200 – $400 Whole-house carpet removal before new flooring
Mixed Demo Debris 1/2 to full truck $400 – $800+ Full bathroom gut, kitchen remodel, ADU demo

Why the range? Concrete and masonry cost more per load because of weight — disposal facilities charge by the ton, and a quarter truck of broken concrete weighs significantly more than a quarter truck of drywall. Mixed loads that include heavy material will land toward the higher end.

Orange County Rules You Need to Know

Construction debris disposal in OC is not a free-for-all. There are county and state requirements that apply to homeowners and contractors alike.

CALGreen 65% Diversion Requirement

California’s Green Building Standards Code — CALGreen — requires that at least 65% of nonhazardous construction and demolition waste be recycled, reused, or otherwise diverted from landfill. This applies to most permitted construction, demolition, and renovation projects. If you pulled a building permit in any Orange County city, you are subject to this rule.

What that means in practice: your demo waste needs to go to a facility that sorts and recycles C&D material, not straight into a landfill. We handle this for you. We haul to OC Waste & Recycling approved facilities that sort, recover, and divert qualifying materials. You save your disposal receipts, we provide ours, and everyone stays compliant.

Building Permits and Demo Work

In most Orange County cities, you need a demolition permit before tearing out structural elements — load-bearing walls, roofing, foundations. Cosmetic work like removing tile, carpet, or cabinets typically does not require a permit, but check with your city’s building department. Irvine, Anaheim, Santa Ana, and most OC cities have their permit applications available online through OC Development Services or their own planning departments.

If you hired a contractor, they usually pull the permits. If you are doing the demo yourself, the permit and the waste diversion plan are on you. Either way, we handle the hauling and disposal side.

Concrete and Masonry Recycling

Clean concrete, asphalt, brick, and block can go to C&D recycling facilities where it gets crushed and reused as road base, aggregate, or fill. This is actually cheaper for us to dispose of than mixed waste, which is why separated concrete loads sometimes cost less than mixed demo loads of similar volume. If you can keep your concrete separate from other debris, it can save you money.

Treated Wood and Pressure-Treated Lumber

OC landfills have specific rules for treated wood waste. It must be separated from regular lumber and cannot be mixed with standard trash. We sort this out during loading so it gets disposed of properly. If you are tearing out an old deck or fence, there is a good chance the posts and joists are pressure-treated — we handle the separation.

When a Dumpster Rental Makes More Sense

We are not going to pretend junk removal is always the right call. For a multi-week kitchen remodel that generates debris daily, a dumpster rental sitting in your driveway makes more sense. You fill it over the course of the project, and it gets hauled when it is full or when the job is done.

Junk removal — what we do — is better when:

  • You need debris gone today, not in a week
  • The project is done and the pile is already there
  • Your contractor finished but left the cleanup to you
  • You did a weekend bathroom demo and want it hauled Monday
  • You do not have driveway space for a dumpster (common in older OC neighborhoods with narrow driveways)
  • HOA rules prohibit dumpsters in the driveway
  • You need the debris carried out from inside the house, not just dumped into a bin

Real Scenarios We Handle Every Week

Bathroom remodel in a 1970s Newport Beach home. Homeowner tore out tile, vanity, and tub surround over a weekend. Two layers of flooring — newer tile over original vinyl, tested and cleared for asbestos before demo. Half a truck of mixed demo waste, hauled Monday morning.

Irvine tract home kitchen gut. Contractor ripped out cabinets, countertops, flooring, and drywall down to studs. Three-quarters of a truck. We loaded from the garage, swept up, and the new build phase started that afternoon.

ADU cleanup in Anaheim. Builder finished a detached ADU and left behind lumber cutoffs, drywall scraps, packaging, and concrete form pieces. Full truck. Homeowner needed it gone before final inspection — cleared same-day.

Frequently Asked Questions

Do I need a permit to demolish part of my home in Orange County?

For structural work — removing load-bearing walls, tearing off a roof, or demolishing a foundation — yes, you need a demolition permit from your city’s building department. Cosmetic removals like pulling up tile, ripping out carpet, or taking out cabinets generally do not require a permit. When in doubt, call your city’s planning counter before you swing the sledgehammer.

Can you remove construction debris from inside the house?

Yes. Unlike a dumpster, which just sits in the driveway, we come inside and carry the material out. If your demo debris is still on the second floor, in the backyard, or in a room without direct exterior access, that is not a problem. We load it onto the truck ourselves.

How fast can you pick up construction debris?

Usually same-day or next-day in Orange County. If you call us in the morning, we can often be there by the afternoon. For planned projects, you can schedule a pickup date in advance so the debris is gone the moment you are ready.

What is the CALGreen diversion requirement and does it apply to me?

CALGreen is California’s green building code, and it requires that at least 65% of construction and demolition waste be diverted from landfill through recycling, reuse, or composting. It applies to most permitted construction, demolition, and renovation projects in Orange County. We haul to approved facilities that handle the sorting and diversion, so using us helps you stay compliant.

Do you charge extra for heavy materials like concrete?

Concrete, brick, and stone loads do cost more than lighter materials like drywall or carpet because disposal facilities charge by weight. A quarter truck of broken concrete can weigh several times more than a quarter truck of drywall. We always quote based on what we see, so there are no hidden fees — you know the price before we load.

Can you haul away dirt or soil from construction?

We can take small to moderate amounts of clean fill dirt and gravel. Large volumes of soil — especially if it is from excavation — may require testing and special approval at the disposal facility. If your project generated a significant amount of dirt, call us and we will let you know the best route.

What about asbestos tile from an older home?

We cannot remove or transport asbestos-containing materials. If your home was built before 1980 and you are tearing out floor tiles, ceiling texture, or pipe insulation, get the material tested before demo. If it tests positive, a licensed asbestos abatement contractor handles the removal. Once the abatement is done and the area is cleared, we can haul the remaining non-hazardous debris.

Is junk removal or a dumpster rental cheaper for construction debris?

It depends on the project timeline. For a one-time cleanup or a weekend demo, junk removal is usually comparable in price to a dumpster rental — and faster because you do not have to load it yourself. For multi-week projects that generate debris daily, a dumpster rental is usually more cost-effective because you pay one flat fee for the rental period. We break down the full comparison in our junk removal vs. dumpster rental guide.
